It is said that people respond from the heart more than from reason. Common sense can tell us that global warming ( a misnomer which beguiles heat-loving Canadians) is occurring because we may learn that farmers can no longer plan for crops in the traditional ways.
However it is often when the issue arrives home i.e. a family member develops skin cancer or a grandchild can't play outdoors that we become sufficiently impressed to do something.
There will be no "steady state" without concerns or crisis's. There will always and forever be a tension between those elements of society who differ on all issues - whether it be for instance the use of environmental resources, the best plan for urban and rural development, or the moral education of children as it is or impacted by media.
Expect citizen participation to be a life long commitment.
